If we were to believe figures, and the returns of exports and imports, and of duties paid, we must set down the opening of the year 1819 as considerably prosperous. This was the view which Ministers took of the condition of Great Britain when they met the new Parliament on the 14th of January. During the excitement that followed the passing of the Emancipation Act incessant attacks were made upon the character of the Duke of Wellington. Perhaps the most violent of these was published in the Standard by the Earl of Winchilsea, one of the most ardent of the anti-Catholic peers, who charged the Premier with disgraceful conduct. The offence was contained in a letter addressed by Lord Winchilsea to Mr. Coleridge, secretary to the committee for establishing the King's College, London.   • ONE: TWO:The Opposition was in ecstasies: it was the first defeat of Ministers on a financial question since the days of Walpole, and in our time the Chancellor would have resigned. The blow seemed to rouse Chatham. Three days after this event, on the 2nd of March, he arrived in town, though swathed in flannel, and scarcely able to move hand or foot. He declared that the Chancellor of the Exchequer and himself could not hold office together. A few days, and Townshend would have been dismissed from office, and the country might have escaped one of its greatest shocks; but, unfortunately, the malady of Chatham returned with redoubled violence, and in a new and more terrible form. He was obliged to refuse seeing any one on State affairs.There was one object, however, to be gained which was deeply interesting to every true Briton in India as well as to the public at home, without which no victories however glorious, and no infliction of punishment however terrible, upon the enemy, would have been considered satisfactorynamely, the deliverance of the captives that were still held as hostages by Akbar Khan. On this subject the two generals, Pollock and Nott, held a consultation. Nott declared that the Government had thrown the prisoners overboard, and protested against taking any measures for their recovery. But Pollock was determined that the effort should be made, and took upon himself the responsibility of telling Nott to ignore his orders. Ellenborough, half-persuaded, sanctioned Pollock's remaining at Jelalabad until October, but commanded Nott to retire either by Quetta or Cabul. Nott and Pollock, however, disregarded these absurd orders, and the advance was continued. The duty of rescuing the prisoners was undertaken by Sale, whose own heroic wife was among them. He started in pursuit, taking with him a brigade from the army at Jelalabad. The captives had been hurried on towards the inhospitable regions of the Indian Caucasus, not suffered to sleep at night, and were stared at as objects of curiosity by the inhabitants of the villages through which they passed. They reached their destination, Maimene, on the 3rd of September, and there, in a short time, before Sale's brigade arrived, they had providentially effected their own ransom. This seemed to be a sentence of hopeless captivity, but the officers' minds were soon relieved by another piece of intelligencenamely, a message from General Pollock that if Saleh Mahomed released the prisoners he should receive a present of 20,000 rupees, and a life pension of 1,000 rupees a month. Saleh said to them, "I know nothing of General Pollock, but if you three gentlemen will swear by your Saviour to make good to me what Synd Moortega Shah states that he is authorised to offer, I will deliver you over to your own people." The offer was gladly accepted; and an agreement was drawn up, in pursuance of which Saleh Mahomed and his European allies proclaimed their revolt to the people of Maimene and the surrounding country. They deposed the governor of the place, and appointed a more friendly chief in his stead. They supplied themselves with funds by seizing upon the property of a party of merchants who were passing that way. Major Pottinger assumed the functions of government, and issued proclamations, and called upon the chiefs to come in and make their salaam. But they might come for a different purpose, and hence they began to fortify themselves, and prepare for a very vigorous defence. While thus employed, a horseman was seen rapidly approaching from the Cabul side of the valley, who proved to be the bearer of glad tidings. The Jugduluk Pass had been forced; Akbar Khan had been defeated by General Pollock at Tizeen, and had fled, no one knew whither. This was delightful news indeed. The power of the oppressor was now broken, and the captives were free. Early next morning they started for Cabul, sleeping the first night upon stony beds under the clear moonlight; they were awakened by the arrival of a friendly[503] chief, who brought a letter from Sir Richmond Shakespear, stating that he was on his way to Maimene with a party of horse. On the 17th of September Shakespear, with his cavalry, came up. Pushing on again, they were met by a large body of British cavalry and infantry, under the command of Sir Robert Sale. "In a little time the happy veteran had embraced his wife and daughter; and the men of the 13th had offered their delighted congratulations to the loved ones of their old commander. A royal salute was fired. The prisoners were safe in Sale's camp.   • ONE:TEMPLE BAR IN 1800.The two rival Ministers of England became every day more embittered against each other; and Bolingbroke grew more daring in his advances towards the Pretender, and towards measures only befitting a Stuart's reign. In order to please the High Church, whilst he was taking the surest measures to ruin it by introducing a popish prince, he consulted with Atterbury, and they agreed to bring in a Bill which should prevent Dissenters from educating their own children. This measure was sure to please the Hanoverian Tories, who were as averse from the Dissenters as the Whigs.   • ONE:Sir John landed in Calabria on the 1st of July, in the Gulf of Santa Euphemia, not far from Nicastro, and advanced to seek Regnier. He had not quite five thousand troops with him, all infantry, and a third of these Corsicans, Sicilians, and other foreigners in British pay. Regnier had started for Naples with ten thousand men, but some of these were lost, and others stationed to occupy different posts. On the 3rd of July Sir John Stuart learned that Regnier was near Maida, about ten miles from Sir John's landing-place. Leaving a detachment to guard the stores, Sir John, on the 4th, marched forward, under a burning sun, to come up with him. He found Regnier drawn up in a strong position on a woody slope below the village of Maida, flanked by a thick, scrubby wood on each hand, and having in front the river Amato, at this season of the year perfectly fordable. The position was formidable, and, had Regnier kept it, it must have tried the British severely to dislodge him, especially as they had no cavalry; but Regnier, probably honestly of opinion that the British need only be encountered to be beaten, descended from his vantage ground into the plain. One reason might be, that his cavalry could better avail him there; another, that, after his boasts, Lebrun, the Commissioner of Buonaparte, who always, in the old Jacobin style, had such a person in the field to watch the conduct of his generals, would be ready to condemn him if he showed any delay when engaged with so despised an enemy. The two armies approached each other about nine o'clock in the morning. They fired two or three rounds at each other, and then advanced with fixed bayonets. The officer commanding the British advance column, seeing that the men were oppressed by the blankets which they carried at their backs in that sultry weather, commanded a halt a little before they closed, and ordered them to let their blankets go. The French, seeing this momentary halt, were confirmed in their general's opinion of the cowardice of the British, and rushed on with loud cheers. They were bronzed and bearded veterans; the British, who composed the advance column, were chiefly young and beardless youths; and an officer present informed Sir Walter Scott, that, as he glanced first on the grim-looking French, and then at the smooth, young faces of the British, he could not help feeling a momentary anxiety. But no sooner were the British freed from their blankets than they dashed forward with loud hurrahs; and the French, who, since the battle of Austerlitz, had boasted that no soldiers in Europe could stand against them in a charge of bayonets, were, in their turn, staggered. Some few stood firmly to cross bayonets with the foe, but the greater part fell back. The French officers rushed along their lines to encourage their men, but in vain; nothing could urge them to the points of the British bayonets. The hills around were crowded with the Calabrians, anxious spectators of the fight. When the British halted, they raised loud exclamations of dismay, believing they were about to fly, but the next moment they saw them springing forward with shouts and the French waver, turn, and fly. The British took all the forts along the coasts, and drove the French into Upper Calabria, where they were joined, near Cassano, by Massena, with a powerful army. But the British force was not strong enough to do more than it had done. Malaria also began to decimate his troops, and Sir John Stuart returned, in August, to Sicily, carrying with him a great quantity of stores and artillery, which the French had prepared for the reduction of Calabria. The chief benefit of the battle of Maida was to show that the British troops, in proper quantities, were able to drive the French before them, but that, in the small numbers usually sent on expeditions, they were merely wasted. The battle of Alexandria, and now that of Maida, demonstrated that, if Britain would continue to fight on the Continent, she must prepare to do it with a sufficient force; and the after campaigns of Portugal and Spain, and the conclusive battle of Waterloo, were the results of this public conviction. At the same time, the brilliant episode of Maida had wonderfully encouraged the Neapolitans and Calabrians. Joseph Buonaparte, the French intruded king, was once or twice on the very point of flying to the army in Upper Calabria, and many of his counsellors strongly advised it. Massena advised Joseph to remain, and assured him that he would soon reduce the whole kingdom to obedience to him. But, in fact, it took Massena and his successors five years to accomplish the subjugation, with the sacrifice of one hundred thousand men. TWO:Delay was demanded, to hear what was the feeling of merchants and manufacturers in England, and these soon poured in petitions against these concessions, from Liverpool, Manchester, and other places; one of them, from the Lancashire manufacturers, being signed by eighty thousand persons. After two months had been spent in receiving these petitions, hearing evidence and counsel, Mr. Pitt introduced his propositions on the 12th of May. It was then found that British interests, as usual, had triumphed over the Ministerial intentions of benefiting Ireland. Not only was Ireland to be bound to furnish, in return for these concessions, a fixed contribution out of the surplus of the hereditary revenue towards defraying the expenses of protecting the general commerce, but to adopt whatever navigation laws the British Parliament might hereafter enact. Lord North and Fox opposed these propositions, on the ground that the cheapness of labour in Ireland would give that country an advantage over the manufacturers in this. The[312] resolutions were at length carried both in the Committee and in the House at large on the 25th of July.

  • ONE:We have stated that the spirit rising again in Germany called Buonaparte suddenly from Spain, even before Soult had pursued Sir John Moore to Corunna. At Valladolid he met the Abb de Pradt, who had risen high in Buonaparte's favour. To De Pradt, he said he began to suspect that he had made his brother Joseph a grander present in Spain than he was aware of. "I did not know," he said, "what Spain was; it is a finer country than I imagined. But you will see that, by-and-by, the Spaniards will commit some folly which will place their country once more at my disposal. I will then take care to keep it to myself, and divide it into five great viceroyships." Such were the soaring notions of Napoleon at the very moment that the man was ready who was to drive the French from Spain for ever. In England, at last, almost every one had now awoke to the consciousness that Sir Arthur Wellesley was the only man to cope with the French in the Peninsula. There were a few individuals, like Lord Folkestone, who were blinded enough by party to oppose this general conviction; but before the close of March Sir Arthur was selected by the Government for this command. On the 15th of April he sailed from Portsmouth, and on the 22nd he arrived safely at Lisbon. Some regiments of both horse and foot soon followed him, and he assumed the command of the British army in Portugal, which had been some time in the hands of General Sir J. Cradock. The command of the Portuguese troops had been placed in the hands of General Beresford, who had been actively drilling them; and thus General Sir Arthur Wellesley found himself at the head of an effective army of[574] British and Portuguese numbering twenty-five thousand men.But it was not till the end of July that Lord Clarendon obtained the extraordinary powers which he demanded for putting down rebellion. These were conveyed in an Act to empower the Lord-Lieutenant to apprehend and detain till the 1st day of March, 1849, such persons as he should "suspect" of conspiring against her Majesty's person or Government. On the 27th of July a despatch from Dublin appeared in the late editions of some of the London morning papers, stating that the railway station at Thurles had been burned; that for several miles along the lines the rails had been torn up; that dreadful fighting had been going on in Clonmel; that the people were armed in masses; that the troops were over-powered; that some refused to act; that the insurrection had also broken out in Kilkenny,[568] Waterford, and Cork, and all through the South. This was pure invention. No such events had occurred. In order to avoid arrest, the leaders fled from Dublin, and the clubs were completely dispersed. Mr. Smith O'Brien started on the 22nd by the night mail for Wexford. From Enniscorthy he crossed the mountains to the county Carlow; at Graiguemanagh he visited the parish priest, who offered him no encouragement, but gave him to understand that, in the opinion of the priests, those who attempted to raise a rebellion in the county were insane. He passed on to the towns of Carlow and Kilkenny, where he harangued the people and called upon them to rise. He arrived at Carrick-on-Suir on the 24th, and thence he went to Cashel. Leaders had been arrestednamely, Duffy, Martin, Williams, O'Doherty, Meagher, and Doheny. The Act, which received the Royal Assent on the 29th of July, was conveyed by express to Dublin, and immediately the Lord-Lieutenant issued a proclamation ordering the suppression of the conspiracy, which should have been done six months before. In pursuance of this proclamation, the principal cities were occupied by the military. Cannon were planted at the ends of the streets, and all but those who had certificates of loyalty were deprived of their arms. The police entered the offices of the Nation and Felon, seized all the copies of those papers, and scattered the types. Twelve counties were proclaimed, and a number of young men arrested having commissions and uniforms for the "Irish Army of Liberation." TWO:

THREE:Washington found no rest at Princeton. Cornwallis no sooner heard the cannonading near Princeton than he immediately comprehended Washington's ruse, and, alarmed for his magazines at New Brunswick, he hastened in that direction. Washington, aware of his approach, found it necessary to give up the attempt on New Brunswick. He therefore hastened across Millstone river, broke down the bridge behind him to stop pursuit, and posted himself on the high ground at Morristown, where there were very strong positions. The inhabitants had been plundered by the Hessians and English, and now they were plundered again by their own countrymen for having received the English well. Washington exerted himself to suppress this rancorous conduct of the New England and Virginian troops, and issued a proclamation absolving the people of their oaths to the English, and promising them protection on their taking a new oath to Congress. The people of the Jerseys gladly accepted this offer.
THREE:The case of the Irish Church was stated by Sir Robert Peel, Lord Stanley, and Sir James Graham, who argued that its revenues were greatly exaggerated, subjected to heavy drawbacks and deductions. The vestry cess had been abolished. A tax exclusively borne by the clergy of three to fifteen per cent. had been laid upon all livings, and the Church Temporalities Act provided that in all parishes in which service had not been performed from 1830 to 1833, when a vacancy occurred, there should be no reappointment, and the revenues of that living, after paying a curate, should be destined to other parishes differently situated, but for purposes strictly Protestant. Here was a provision already made for the[384] progressive diminution or extinction of the Episcopal Church in those districts where it was not called for, and could be of no utility. Whence, then, the anxiety to take away a surplus, which probably would not exceed 100,000 a year, from a Church already subjected to such heavy and exclusive burdens? It was not pretended that the object of this appropriation was to apply the income seized to the payment of the National Debt, or that it was justified by State necessity. They argued that if the appropriation clause, as now shaped, once passed into law, not only would the Protestant faith cease to be the established religion in Ireland, but the measure would be fatal to the Established Church in England also. In fact, the Conservatives contended that this was only the first of a series of measures avowedly intended to annihilate the Protestant Establishment. O'Connell proposed to confiscate the property of the Church, in order to relieve the land from its appropriate burdens, and to exempt it from the support of the poor. They argued, therefore, that on no reasonable ground could it be maintained that this concession to Irish agitation could have any other effect than stimulating the agitators to make fresh demands.

THREE:As the 1st of November approached, the day on which the Stamp Act was to take effect, the excitement became intense. Furious crowds assembled in the ports to prevent the landing of the stamped paper from the ships which brought it. The appointed distributors were compelled to resign their posts. At New York the stamped paper was landed, but such was the commotion that it had to be put into the custody of the city magistrates, and be kept under guard in the city hall. It was utterly impossible to put the paper into use, and, after some interruption, business and the courts of law were allowed to proceed without it, on the plea that the stamps could not be obtained.

THREE:The debates and voting on these three questions occupied the Convention till late in the evening of the 17th. On the first question thirty-seven pronounced Louis guilty, but proposed only that he should be taken care of for the general safety; six hundred and eighty-three declared him guilty simply; and, as the Assembly consisted of seven hundred and forty-nine members altogether, there was a majority affirming his guilt of the whole, except twenty-nine members. He was therefore declared, by the President, guilty of conspiracy against the liberty and safety of of State. On the second question thirty-one members were absent: four refused to vote; eleven voted conditionally; two hundred and eightyand these almost exclusively were members of the Girondist sectionfor the appeal to the people; and four hundred and twenty-three rejected it. The President, therefore, proclaimed that the appeal to the people was declined. The last fatal question of death to the monarch was put on the 16th. By this time the excitement was as intense all over Paris as within the walls of the Convention itself. It was found, that of the seven hundred and forty-nine members, three hundred and eighty-seven voted in favour of death unconditionally, while three hundred and thirty-four voted in favour of Louis' detention, or imprisonment, or death under defined conditions and in certain circumstances. Twenty-eight votes were not accounted for. Either they were lost amidst the excitement of the hour, or members to that number took no part in the decision. The king's death, therefore, was carried by a majority of only fifty-three votes. Then came the question of a reprieve.

Pulteney had been one of the steadiest friends of the late queen's Government, and of the Protestant succession. Under George he had been made Secretary at War. He had adhered to Walpole when he was sent to the Tower for corruption, and in the great schism of 1717. Yet Walpole had carefully excluded him from any high post in the Cabinet, and had endeavoured to veil his jealousy of him by offering to procure him a peerage, by which he would have removed him from the active sphere of the House of Commons. Pulteney saw the object, and rejected the specious favour. Instead of conferring on Pulteney some[53] office worthy of his talents, Walpole then put him into that of Cofferer of the Household. In the state of indignation which this paltry appointment raised in him Bolingbroke soon induced Pulteney to put himself at the head of a large body of Oppositionists, under the title of "Patriots." In this character he made some smart attacks on Walpole and his heavy drafts on the Civil List for his friends, for which he was dismissed, and joined Bolingbroke in a bold attempt to write down the Minister. Between them the celebrated paper The Craftsman was planned and established, and they became the bitterest and most persevering assailants of Walpole.
FORE:Within a few days of taking Philadelphia, Lord Howe raised three batteries on the side of the river. On the 3rd of October Washington issued from his camp on the Schuylkill, about fourteen miles from Germantown, having heard that two British detachments had been withdrawn thence to attack the forts on the Delaware. He had been reinforced by militia from Maryland and New Jersey, and determined to surprise the British camp at Germantown. Two columns of Continental troops, led by Greene and Sullivan, were to gain the front of the British, and attack it; whilst two other columns of militia were to attack the rear. This force marched all night, and entered Germantown about sunrise, and all seemed likely to favour their enterprise. A fog prevented the discovery of their approach. But, at the first surprise, Colonel Musgrove threw himself into a storehouse, and kept up such a fire from the windows as checked the assault of the Americans, and gave time for the rest of the British force to get under arms. The village of Germantown consisted of one long street. Across this street the British army had encamped, and stoutly resisted the advance of the Americans. Musgrove was summoned to surrender; but he continued his fire from the house without taking any notice, and, before artillery could be brought up to batter the house, General Greig and Brigadier Agnew came up to his assistance. The Continental troops in front, led on by Washington himself, made a brisk attack, but were repulsed at all points, and were badly co-operated with by the militia in the rear. Washington was compelled to fall back to his camp at Skippack Creek, leaving behind him about eight hundred killed and wounded, and four hundred prisoners. So far, however, was Sir William Howe from availing himself of this opportunity to follow up the attack on Washington, and disperse his army, that he, as usual, thought only of getting into snug winter quarters.
FORE:It must be confessed that it was impossible to keep peace with a nation determined to make war on the whole world. Perhaps on no occasion had the pride of the British people and their feelings of resentment been so daringly provoked. War was proclaimed against Britain, and it was necessary that she should put herself in a position to protect her own interests. The country was, moreover, bound to defend Holland if assaulted. But though bound by treaty to defend Holland, Great Britain was not bound to enter into the defence of all and every one of the Continental nations; and had she maintained this just line of action, her share in the universal war which ensued would have been comparatively insignificant. Prussia, Russia, and Austria had destroyed every moral claim of co-operation by their lawless seizure of Poland, and the peoples of the Continent were populous enough to defend their own territories, if they were worthy of independence. There could be no just claim on Britain, with her twenty millions of inhabitants, to defend countries which possessed a still greater number of inhabitants, especially as they had never been found ready to assist us, but on the contrary. But Britain, unfortunately, at that time, was too easily inflamed with a war spirit. The people as well as the Government were incensed at the disorganising and aggressive spirit of France, and were soon drawn in, with their Quixotism of fighting for everybody or anybody, to league with the Continental despots for the purpose not merely of repelling French invasions, but of forcing on the French a dynasty that they had rejected.

Mr. Brougham earnestly protested against the appointment of a secret committee, which was opposed by Lords Lansdowne and Holland. The course was explained and defended by the Lord Chancellor, who said that the object of Ministers in proposing a secret committee was to prevent injustice towards the accused; that committee would not be permitted to pronounce a decision; it would merely find, like a grand jury, that matter of accusation did or did not exist; such matter, even if found to have existence, could not be the subject of judicial proceeding, strictly so called. The offence of a queen consort, or a Princess Consort of Wales, committing adultery with a person owing allegiance to the British Crown would be that of a principal in high treason, because by statute it was high treason in him; and as accessories in high treason are principals, she would thus be guilty of high treason as a principal; but as the act of a person owing no allegiance to the British Crown could not be high treason in him, so neither could a princess be guilty of that crime merely by being an accessory to such a person's act. Yet although, for this reason, there could be no judicial proceeding in such a case, there might be a legislative one; and the existence or non-existence of grounds for such legislative proceeding was a matter into which it would be fit that a secret committee should inquire. In no case could injustice be done, because that committee's decision would not be final. There might be differences of opinion about the best mode of proceeding, but, for God's sake, said the Lord Chancellor, let it be understood that they all had the same object in view, and that their difference was only about the best mode of procedure.

On the 14th of December he was in Dresden, and had a long conversation with his satrap king there; and, after escaping some endeavours of the Prussians to seize him, he arrived safely in Paris at midnight of the 18th, where the Parisians, who had with some indifference suppressed the conspiracy got up by the Republicans under General Mallet, hastened to overwhelm him with the most fulsome flatteries. The story of his rubbing his hands over the fire on his arrival at the Tuileries, and saying, "This is pleasanter than Moscow," shows an intensity of selfishness which no history on earth can equal. In this one campaign, that magnificent army, the very flower of French, German, and Polish soldieryperhaps the finest army ever assembledhad perished to a mere fraction, and that amid the most unheard of, the most hitherto unconceived horrors. The remnant of these soldiers was still struggling on in their deserted march, through these horrors even still more intensified. Numbers were falling every day all along the frozen desert tracks, exhausted by famine and cold, and the snows immediately buried them. When they approached any place of rest or refreshment, they fought furiously for fragments of firewood or pieces of horse-flesh. When a horse fell under the burdens they had piled upon him, he was torn by them limb from limb, while yet palpitating with life, and devoured raw. Such was the weariness of these miserable fugitives over immeasurable deserts of frost and snow, through cutting, scythe-edged winds, that nothing but the sound of the Cossack drum, and the howls of the Cossack avengers could induce them to rise and pursue their desolate march. And the man who had brought all these terrible calamities upon nearly half a million of menand more than half a million by far, including women, children, and other camp-followers, to say nothing of the invaded Russiansfelt not a pang for these vast human sufferings, but only for his own detestable pride.

Mr. Smith O'Brien, early in July, gave occasion for another great debate on the state of Ireland, by moving that the House resolve itself into a committee for the purpose of taking into consideration the causes of the discontent prevailing there, with a view to the redress of grievances, and the establishment of a system of just and impartial government in that part of the United Kingdom. The honourable gentleman reviewed the history of the country since the union, discussed the questions of the National Debt and taxation, the Church Establishment, the position of the Roman Catholic hierarchy, Government appointments, Coercive Acts, and land tenure. Lord Eliot, then Chief Secretary of Ireland, answered his arguments at length. A great number of speakers followed, continuing the debate for five nights. At length the House divided, when the numbers wereagainst the motion for a committee, 243; for it, 164. The whole of these vexed questions again came up on the 9th of August, when the Irish Arms Bill was set down for the third reading. On this occasion Sir Robert Peel made some remarks, expressing the feeling of his Government with regard to Ireland, declaring that he viewed the state of things there with deep anxiety and pain. He had hoped that there was a gradual abatement of animosity on account of religious differences; that he saw the gradual influence of those laws which removed the political disabilities of Catholics and established civil equality. He thought he saw, in some respects, a great moral and social improvement; that there was a hope of increasing tranquillity, which would cause the redundant and superfluous capital of England, then seeking vent in foreign and precarious speculations, to flow into Ireland. But the agitation had, in his opinion, blasted all those hopes.The king rejoiced too soon. The announcement to the public of the queen's death was the knell of the popularity which he had recently acquired. There was an immediate and powerful reaction in the public mind against the king, which was strengthened by the ungracious measures adopted in connection with her funeral. There was a clause in her will to this effect:"I desire and direct that my body be not opened, and that three days after my death it be carried to Brunswick for interment; and that the inscription on my coffin be, 'Here lies Caroline of Brunswick, the injured Queen of England.'" The Government were very anxious to have the corpse sent out of the kingdom immediately, in order that its presence might not interfere with the festivities in Ireland; they therefore wished to have the remains dispatched at once to Harwich for embarkation. Lady Hood appealed in vain to Lord Liverpool for some delay on the ground that the queen's ladies were not prepared to depart so soon, at the same time protesting against any military escort. The military guard was an ostensible honour; but its real object was to prevent popular manifestations detrimental to the Government in connection with the funeral. The friends of the queen could not even learn by what route the body would be conveyed. It should have gone through the City, where the Lord Mayor and Corporation announced their intention of following the hearse; but to prevent that honour, it was ordered that the corpse should be sent round by the New Road[218] to Romford. The funeral passed from Hammersmith to Kensington Church without obstruction; there the conductors were turning off from the way to the City, in order to get into the Bayswater Road, when they were met by a loud cry of wrath and execration from the multitude. In a few minutes the road was dug up, barricaded, and rendered impassable. The Life Guards and the chief magistrate of Bow Street appeared, and seeing the impossibility of forcing a passage, they ordered the cortge to proceed on the direct route through the City, amidst thundering shouts of victory that might have appalled the king had he heard them. In the meantime the multitude had been rushing through the parks in mighty surging masses, now in one direction and now in another, according to the varying reports as to the course the procession was to take. Orders had been issued from the Government that it should go through the Kensington gate of Hyde Park, but the people closed the gates, and assumed such a fierce and determined attitude of resistance that the authorities were again compelled to give way, and again the popular shouts of victory sounded far and wide. Peremptory orders were given by the Government to pass up the Park into the Edgware Road, either by the east side or through Park Lane. In the effort to do this the line of procession was broken, the hearse was got into the Park, and hurried onwards to Cumberland Gate; but the people had outrun the military, and again blocked up the way in a dense mass. Here a collision ensued: the populace had used missiles; the military were irritated, and having had peremptory orders, they fired on the people, wounding many and killing two. But the people, baffled for the moment, made another attempt. At Tottenham Court Road the Guards found every way closely blocked up, except the way to the City. In this way, therefore, they were compelled to move, amidst the exulting shouts of the multitude. Seeking an outlet to the suburbs at every turn in vain, the procession was forced down Drury Lane into the Strand. The passage under Temple Bar was accompanied by the wildest possible excitement and shouts of exultation. The Corporation functionaries assembled in haste and accompanied the funeral to Whitechapel. On the whole way to Romford, we read, that not only the direct, but the cross roads, were lined with anxious spectators. The shops were closed, the bells were tolling, mourning dresses were generally worn, and in every direction symptoms abounded of the deep feeling excited by the death of the queen. The funeral cortge rested for the night at Colchester, the remains being placed in St. Peter's Church. There the plate with the inscription "injured Queen" was taken off, and another substituted. At Harwich the coffin was unceremoniously conveyed to the Glasgow frigate. At length the remains arrived at their last resting-place in a vault beneath the cathedral at Brunswick.This proviso, however, by no means affected the treaty with America. This secret treaty was made binding and effectual so far as America and England were concerned. The first article acknowledged fully the independence of the United States. The second fixed their boundaries, much to the satisfaction of the Americans; and liberty was secured to them to fish on the banks of Newfoundland, in the Gulf of St. Lawrence, and wherever they had been accustomed to fish, but not to dry the fish on any of the king's settled dominions in America. By the fourth, fifth, and sixth articles it was engaged for Congress that it should earnestly recommend to the several Legislatures to provide for the restitution of all estates belonging to real British subjects who had not borne arms against the Americans. All other persons were to be allowed to go to any of the States and remain there for the settlement of their affairs. Congress also engaged to recommend the restitution of confiscated estates on the repayment of the sums for which they had been sold; and no impediments were to be put in the way of recovering real debts. All further confiscations and prosecutions were to cease. By the seventh and eighth articles the King of England engaged to withdraw his fleets and armies without causing any destruction of property, or carrying away any negro slaves. By these articles, the navigation of the Mississippi, from its source to the ocean, was to remain for ever free and open to both parties.
